Exporting Organic Food from India: Certificates, Chains and the Documents Buyers Ask For
The full organic export stack — NPOP scope and transaction certificates, buyer-country equivalences, residue testing, and the lot-trail documentation that clears shipments.
India is one of the world's largest organic exporters — and every kilogram that leaves moves with a paper chain. If you're planning to export organic produce (or buying from groups to export), this is the map of that chain: which certificates exist, who issues them, what buyers demand, and where shipments stall.
The certificate stack
An organic export isn't covered by one certificate; it's covered by a stack, each layer owned by a different actor:
1. Scope Certificate (SC) — issued by an NPOP-accredited certification body to the operator (farm group/processor), listing what's certified for the season. This is the base layer; no SC, no organic claim. (How NPOP certification works.)
2. Transaction Certificate (TC) — issued per sale transaction by the same certification body, confirming that this specific quantity of certified product moved from operator A to buyer B. Exporters cannot clear organic claims without TCs for each link in their procurement chain.
3. Certificate of Inspection (COI) — for exports to the EU, mandatory since 2017: a TRACES-registered certificate confirming the shipment was inspected at origin. Only certain ACBs issue COIs; the exporter applies through the certification body before shipment.
4. Buyer-country equivalences — the destination's rules sit on top:
- EU: NPOP has an equivalency arrangement (with conditions — including the TRACES COI and, for processed food, EU-compliant labelling)
- US: NPOP equivalency ended in 2024; Indian organic exports to the US now route through USDA-NOP-accredited certifiers — a material change exporters must plan for
- Japan, Korea, others: separate equivalency or importer-driven verification
5. Lab reports — pesticide-residue multi-analysis from an accredited lab, typically demanded by buyers on top of certification. A certificate asserts process; the residue report asserts the molecules. Serious buyers want both.
The chain-of-custody logic underneath
Notice what the stack enforces: every link must be certified. Farm group → processor → exporter → importer — if any hop in the chain lacks scope + transaction certificates for that lot, the organic claim breaks at customs or at the buyer's audit, whichever comes first.
This is why exporters buying from groups obsess over documentation flow:
- Every procurement needs a TC referencing the seller's SC
- Quantities must reconcile across TCs — bought 40 tonnes certified, can't ship 55
- Processing runs must show input lots → output lots mass balance
- The COI application needs the full chain documented before shipment, not after
Where organic exports actually stall
- Certificate timing. TCs and COIs take days-to-weeks to issue. Apply at contract, not at container-loading.
- Mass-balance gaps. Records that don't reconcile are the #1 audit failure — and the hardest to fix retroactively, because reconstruction looks exactly like fraud.
- Equivalence assumptions. "We're NPOP certified so the US is fine" — post-2024, that's a shipment-destroying assumption. Verify the destination's current recognition before contracting.
- Residue surprises. Drift from neighbouring conventional farms fails the lab report even when the process was clean. Buffer zones and separate storage are compliance, not optional hygiene.
- Last-minute lot substitution. When the contracted lot runs short, substituting a "same farm" lot without a fresh TC breaks the chain quietly — and surfaces at the buyer's audit, expensively.
The operational answer
Every stall above is a documentation-timing problem or a records-reconciliation problem. The exporters who move smoothly run the chain in software from the start:
- Lot-level procurement records captured at purchase (farmer group, SC reference, quantity, photos)
- Processing records linking input lots to output lots
- TC applications triggered per transaction without archaeology
- A batch trail that, when the EU buyer's auditor asks about container X, is a five-minute export
